It was decided to submit proposals

to the Sub-Committee for such compulsory service and for

popularising service in the Volunteers, and accordingly

after consultation with Major Hart-Synnot and His Excellen-

-oy the General Officer Commanding, I circulated the

suggestions dated the 22nd. June of which a copy is en-

-closed.

On the 29th. of June the Sub-

-Committee again met with the result that it was decided

to make an appeal to Heads of Firms and others to assist

in strengthening the numbers of the Volunteers, and by a

majority of 3 Un-officials and 2 officials against 4 Un-

-officials a resolution in favour of compulsory training

of youths between the ages of 18 and 20 years for 3 years

from date of commencement of training, was carried. Again

the large employers of labour and most influential members

present were opposed to compulsory service. I attach copy

of the note of proceedings. I have now issued an appeal to

Heads of Firms of which copy is enclosed. It has already

elicited an offer to raise a company of Mounted and Foot

Scouts 52 strong
